Right angle symbols at corners of each page

Why do some pdf files generated from LaTeX have those right angle symbols on the four corners of each page? Do they mean to be cropped away?

What is LaTeX code for implementing the symbols?

How can we crop away those corners, given such a pdf without its LaTeX code?
